OUTLINE plans to build a riverboat slipway and drydock refused is just one of many planning decisions or applications submitted to local authorities in Slough, Windsor, or Maidenhead this week.

This was in order to meet with the demand for annual statutory inspections, particularly for larger commercial craft operating on the non-tidal Thames.

In addition, it is proposed that the facility will have the provision for lifting smaller vessels plying as skippered and self-drive boats out of the water. There has been a substantial increase in the number of this type of craft, owned by hotels and hospitality venues. These boats now also have to be safety inspected.

A dock manager’s first-floor apartment was also proposed in order to deter fly-tippers, who have targeted the site for many years – with clean-up costs being a “continual burden” for the owner.

Royal Borough planning officers and councillors on the Windsor and Ascot development management panel refused the outline plans for five reasons.

The points being it did not outweigh the harm developing in the greenbelt and the site is ‘unacceptable’ for residential accommodation as it sits in a high chance zone of flooding.

Plans submitted to knock down a shed for a coffee shop’s outdoor seating area at the Arcade, High Street, Cookham, Maidenhead (21/03582/FULL).

A “dilapidated” shed with a leaking roof that was used for storage could be knocked down and turned into an outdoor seating area.

According to the planning statement, a new tenant who runs a coffee shop has lost customers due to not having a patio with an outdoor seating area.

The café is open Tuesday to Saturday from 9am to 4pm and Sunday 10am to 4pm.

Rubbish has been cleared from the site to make way for the outdoor seating area if planning permission is granted.

In the planning statement, it states: “From being an eyesore, the area now offers the tenants of the arcade and local residents of Cookham and visitors to the area an enjoyable outdoor seating area to enjoy coffee and refreshments. It also forms an integral part of the financial viability of the coffee shop.”

Officers approved plans for a family home to be converted into a house of multiple occupation (HMO) at 4 Church View, Upton Court Road, Slough (P/00888/014).

A developer will go ahead to transform the family home into an HMO. It will have eight beds with en-suites, a one-bedroom self-contained independently accessed dwelling unit, and parking for four vehicles.

However, six residents wrote to object to the scheme, road congestion, anti-social behaviour, noise pollution, impact of the character of the area, and invasion of privacy.

One resident wrote: “We share a party wall with the property and so we are sensitive to increased noise. If ten unknown people are going to stay in one house, people will be coming and going and if somebody is working on shift, people will be coming and going in anti-social hours.

“The noise will be exacerbated by any guests these ten individuals might have. This will disturb us, especially our sleeping patterns. This is a pressing concern.

“Another factor of concern is congestion in the driveway of the property. Supposing each of the 10 residents was to keep a car, there will be traffic on the turning onto Upton Court Road. This will create road safety concerns because the turning onto the road is at a sharp angle.”
