'Relax change of use rules' - councillor

A COUNCILLOR who voted against the Imperial House plans is urging 'change of use' regulations to be relaxed.
Councillor Tom Bursnall, chairman of the Windsor Town Forum, told The Observer he voted against the controversial Alma Road office block plans in 2010 because the proposed size was too big. He did admit, however, that more must be done to encourage new businesses to come to Windsor.
Councillor Bursnall said: "I agree with residents that we don't want Windsor to turn into another Cippenham and have large buildings casting shadows over homes. The problem lies in the fact most available office space is old Victorian buildings which have been converted. They don't appeal to businesses.
"We need more flexible and fluid 'change of use' regulations."
Martin Miranda, manager of the King Edward Court shopping centre, made a passionate call for new office buildings to be allowed in the town during a Windsor Town Forum meeting on Monday.
Mr Miranda said it was vital more people were brought to the town to increase footfall in shops and cafés on weekdays.
