The controversial report into Windsor's rough sleeping problem is being withdrawn.

Royal Borough council leader Simon Dudley confirmed this morning that it would not go before next week's full cabinet meeting.

The report has faced fierce criticism for including proposals that rough sleepers indulging in anti-social activity should be fined, leading to accusations that it was heartless and 'Dickensian'.

Cllr Dudley said the report would now be split into two - one looking at the help and support the borough was giving the homeless and the other looking at how to deal with anti-social behaviour.

Cllr Dudley, who has faced a great deal of personal criticism over the homless issue recently, said: "There should be no suggestion of a conflagration between our two objectives - which are supporting rough sleepers and taking on anti-social behaviour."
